 Workforce Assessment
The Orange County area labor shed includes Orange, Dutchess, Rockland, Sullivan, and Ulster counties in New York State and Pike and Wayne counties in Pennsylvania. Our labor shed has a household population of approximately 1,309,300. The civilian labor force numbers approximately 637,400, and the labor shed contains approximately 28,200 unemployed people who are actively seeking work.

Orange County’s expansive labor market consists of approximately 38,400 underemployed workers, those individuals who are currently working but would take a better job if offered by a new or existing employer and who appear to possess the skills, education, and experience to qualify them to do so. Of these 38,400 underemployed workers, approximately 7,700 of them are currently working part-time and desire to change jobs and go to work full-time. Furthermore, our assessment suggests that an additional 20,800 people who are not currently employed or actively seeking work would consider re-entering the workforce. In total, the Orange County area has approximately 87,400 available workers for new or existing employers.
